About the Alliance

SERAS, the Single European Rail Area of Skills Alliance project addresses workforce and skills shortage, skills adaptation needs related to the digital and green transitions and the development of a more harmonised European Railway Skills Ecosystem. As an open Alliance, bringing together all relevant stakeholders, SERAS aims to create a resilient, future proof and highly skilled railway workforce that meets the sector's challenges and evolving demands.

STAFFER Final report 2024

SERAS is co-funded by the European Commission under the  Erasmus+ Programme in the context of the EU Pact4Skills initiative, a major action of the European Skills Agenda. SERAS is coordinated by the University of Genoa (UNIGE) and the largest EU co-funded skills alliance addressing the rail sector.

Building on the STAFFER “Skill Training Alliance For the Future European Rail System” (2020 – 2024), the ambition of SERAS is to implement the STAFFER Skills Strategy and Action Plan and to foster and facilitate a Single European Railway Area of Skills.

This includes actions and policies to promote a cohesive and integrated railway workforce through transnational education programmes, more standardised skills and qualifications as well as enhanced workforce and learning mobility across borders to build a strong European mindset in the rail sector.
